The rights that John Locke were talking about are the rights to live life to the fullest and that all men are equal and have the right to persuit happieness. According to the decloration of Independance the goverment cannot be in the form of a tyranny, but it will be in the power of the people and the citizens, to be able to chose the right leader, and a leader without complete control that can be overcome by other forms of the government. Also, according to the government and laws all citizens have equals rights and no man has a better chance of success in the states than any other.
